As a building designed to accommodate local authorities, it was designed to be a reference in the urban context, with a scale that gives it great urban relevance. Despite this austerity, its visual permeability promotes a close and frank relationship with citizens, who can see their representatives exercise decision-making positions with the transparency they demand. Conversely, this opening towards the city allows this to be the background for those who work there. The building represents the transparency of local power.
